The Ministry of Housing and Urban Affairs (MoHUA) is an apex authority of the Government of India responsible for formulating policies, sponsoring and supporting programs, coordinating activities across Central Ministries, State Governments, and other nodal agencies, and monitoring initiatives related to urban employment, poverty alleviation, and housing.
Originally established in 1952 as the Ministry of Works, Housing, and Supply, it has undergone several organisational and nomenclatural changes. On 6 July 2017, it was officially restructured as the Ministry of Housing and Urban Affairs in its present form. The ministry is committed to fostering equitable, inclusive, and sustainable urban growth, ensuring affordable housing, productive employment opportunities, and improved quality of life for all urban residents. MoHUA has been instrumental in initiating and overseeing several transformative projects to enhance urban infrastructure and livability in India, including the Smart Cities Mission and the Atal Mission for Rejuvenation and Urban Transformation (AMRUT).
The Urban Transport (UT) division within MoHUA is the nodal agency for coordination, appraisal, and approval of urban transport policies and projects. It also facilitates innovative financing mechanisms in the transport sector, supports institutional and individual capacity-building under the Sustainable Urban Transport Project (SUTP), and funds various traffic and transportation studies under the Scheme for Urban Transport Planning, enabling cities to better plan and manage their transport systems.

Bangalore Metro Rail Corporation Limited (BMRCL)

Bangalore Metro Rail Corporation Limited (BMRCL) is a joint venture between the Government of India and the Government of Karnataka, incorporated under the Companies Act, 1956. The corporation was established with the principal objective of designing, planning, developing, constructing, maintaining, operating, and financing the Namma Metro system in Bangalore. Bangalore Metro, christened as ‘Namma Metro’, provides a safe, quick, reliable and comfortable public transport system. Besides this, Namma Metro is a major environment-friendly addition to Bangalore City as it significantly contributes to the reduction of carbon emissions. The current operational network spans 77 km, consisting of two main corridors: the East-West Corridor (43.49 km) and the North-South Corridor (33.5 km). BMRCL is dedicated to expanding the metro network to accommodate the growing transportation needs of Bangalore’s population.

Directorate of Urban Land Transport (DULT)

The Directorate of Urban Land Transport (DULT) was set up in 2007 by the Government of Karnataka (GoK) under the Urban Development Department (UDD). Karnataka is the only state in India to have an exclusive Directorate of Urban Land Transport (DULT). The Directorate is responsible for overseeing all the urban land transport initiatives in Urban/Local Planning Areas of Karnataka and administering the State Urban Transport Fund (SUTF).
DULT has focused on promoting sustainable and efficient transportation systems, including public transport, non-motorized transport, urban freight and logistics, and intelligent transportation systems. DULT has implemented several initiatives including service level benchmarking in Bengaluru; preparation of policies on parking, preparation of comprehensive mobility plans for 16 cities, feasibility studies for mass transit systems (Suburban Rail Projects) etc. It is also working in tandem with BBMP and other city corporations on Non-Motorized Transport (NMT) initiatives. The Bus Rapid Transit (BRT) system between the twin cities of Hubballi and Dharwad, taken up by DULT was completed and commissioned for public use. DULT is also spearheading the implementation of Suburban Rail Projects
in Bengaluru through K-RIDE.
